1. Acceptance of these Terms
These Terms & Conditions (“Terms”) govern your access to and use of the Rexer mobile application and related services (the “Platform”), operated by Rexer Group L.L.C-FZ (“Rexer,” “we,” “us”), a company registered in Meydan Free Zone, Dubai, United Arab Emirates.
By creating an account, or by booking a trip through the Platform, you (“you,” “Rider”) agree to be bound by these Terms. If you do not agree, do not use the Platform.
These Terms should be read together with the Rexer Privacy Policy, the Rexer Pass (Wallet) Terms & Conditions, and the Community Guidelines, each incorporated by reference and available within the app and on our website.
2. Eligibility
To use the Platform, you must:
Be at least 18 years of age, or the age of legal majority in your jurisdiction, whichever is higher;
Hold a valid mobile phone number capable of receiving SMS one-time passcodes;
Hold a valid payment method supported by our payment processor;
Have the legal capacity to enter into a binding contract.
Transport of Unaccompanied Minors: Account holders may request rides for minors (individuals under the age of 18) strictly in accordance with the regional transport authority regulations of the jurisdiction where the ride originates.
3. Nature of the service
Rexer is a technology intermediary. We operate a digital platform that connects you with RTA-licensed limousine operators and their drivers (collectively, “Operators”). Rexer is not a transport operator, does not own or operate vehicles, and does not employ drivers.
Trips booked through the Platform are provided by independent RTA-licensed Operators. While Rexer requires Operators to meet RTA licensing standards, Rexer does not control, and is not responsible for, the day-to-day conduct of any Operator or driver, except as expressly stated in these Terms.
4. Account registration
To create a Rider account, you must verify your mobile phone number via a one-time passcode (OTP) sent by SMS, and add a valid payment method. Rexer does not require identity document verification from Riders.
You are responsible for maintaining the confidentiality of your account and for all activity that occurs under it. Notify us immediately if you suspect unauthorised use of your account.
5. Vehicle classes
The Platform offers seven vehicle classes: Go, Eco, Business, Premium, XL, Van, and Lady. Each class is operated exclusively by RTA-licensed limousine Operators holding the relevant permit for that class. The Lady class is subject to gender-based eligibility conditions consistent with UAE law and RTA requirements, and is intended to provide a female-driver option for riders who select it.
6. Fares and pricing
Fares are calculated automatically by Rexer's fare engine, based on distance, vehicle class, and applicable rates, and are displayed to you in-app before you confirm a booking. The fare shown at the time of booking is the fare you will be charged for that trip, subject to changes in route at your request or as required by traffic or safety conditions.
All applicable fares include Rexer's booking fee. Rexer operates a zero-commission model toward Operators; the booking fee is charged to you as part of the all-inclusive fare and is not an additional charge deducted from the driver's earnings.
Published rates may be updated by Rexer from time to time. The rate applicable to your trip is the rate displayed in-app at the time of booking, not any previously advertised rate.
7. Rexer Pass (prepaid wallet)
Rexer Pass is an optional prepaid wallet that can be used to pay for trips. Full terms governing Rexer Pass, including top-up, usage, and refund mechanics, are set out in the separate Rexer Pass Terms & Conditions. Key points relevant to these Terms:
If your Rexer Pass balance is low at the time of booking, you will receive an in-app warning; this does not block you from completing the booking using an alternative payment method.
On account deletion, balances of AED 50 or more may be refunded on request; balances below AED 50 and all bonus or promotional credit are forfeited.
Guardian Liability & Rexer Pass, Wallet Usage: The registered Account Holder is entirely responsible for all activity, bookings, and financial transactions initiated via their account, including any use of the Wallet, Rexer Pass or promotional credits. If you permit a minor to utilize a ride booked through your account, you agree to:
Assume full liability for the minor's conduct during the transport.
Indemnify Rexer and its independent third-party limousine partners against any claims, damages, or incidents arising from the minor’s unaccompanied travel.
Ensure the minor complies with all vehicle safety rules, including the mandatory use of seatbelts or age-appropriate child restraints as required by UAE Federal Traffic Law.
8. Split Fare
Split Fare allows the Rider who creates a booking (“Primary Rider”) to invite other riders (“co-riders”) to share the cost of a trip. The following terms apply:
The maximum number of co-riders is determined by the seating capacity of the booked vehicle, minus one (for the Primary Rider).
The fare is divided equally among all confirmed participants.
Each participant is solely responsible for paying their own share. The Primary Rider is not liable for a co-rider's unpaid share under any circumstances.
If a co-rider's payment method fails, that co-rider will be prompted to retry with an alternative payment method. The Primary Rider will not be automatically charged for the unpaid share.
Where a trip is paid in cash, co-riders are responsible for settling their shares amongst themselves; Rexer does not process individual cash payments per co-rider.
9. Cancellations and no-shows
You may cancel a confirmed booking free of charge within 5 minutes of booking confirmation.
After the 5-minute grace period, a cancellation fee of AED 12 applies once the assigned driver has travelled 300 seconds or 100 metres toward the pickup location, whichever occurs first. The full cancellation fee is paid to the driver.
You are entitled to one fee-free cancellation per calendar month, after the grace period described above. Each subsequent cancellation within the same calendar month is subject to the AED 12 fee.
If you are not present at the pickup location within a reasonable waiting time after the driver's arrival, the trip may be treated as a no-show and the applicable cancellation fee may apply.
10. Payment
Payments are processed by Stripe, our PCI-DSS Level 1 certified payment processor. By adding a payment method, you authorise Rexer to charge that method for trips, cancellation fees, and any other amounts properly due under these Terms. Rexer does not store your raw card details; these are held securely by Stripe.
11. Rider conduct
When using the Platform, you agree not to:
Engage in abusive, threatening, or discriminatory behaviour toward drivers or Operators;
Use the Platform for any unlawful purpose;
Attempt to manipulate fares, bookings, or the Split Fare feature;
Misuse, copy, or interfere with the Platform's systems or security.
Further conduct standards are set out in the Community Guidelines, which form part of these Terms.
12. Complaints and support
If you have a complaint about a trip, a driver, or the Platform, you can reach our support team via the in-app support channel. We aim to acknowledge complaints promptly and will keep you informed of the outcome of any investigation.
13. Limitation of liability
To the maximum extent permitted by law, Rexer's liability is limited to its role as a technology intermediary. Rexer is not liable for the acts or omissions of any Operator or driver, including in relation to driving conduct, vehicle condition, or trip delays, except to the extent such liability arises directly from Rexer's own breach of these Terms or applicable law.
Nothing in these Terms excludes or limits liability that cannot lawfully be excluded or limited under UAE law.
14. Suspension and termination
Rexer may suspend or terminate your account, with or without notice, if you breach these Terms, the Community Guidelines, or applicable law, or if we reasonably believe your conduct poses a risk to drivers, Operators, or the Platform.
You may delete your account at any time directly within the app, subject to settlement of any outstanding amounts owed and the Rexer Pass balance terms described in Section 7.
15. Intellectual property
The Platform, including its software, design, trademarks, and content, is owned by or licensed to Rexer Group and is protected by applicable intellectual property laws. You are granted a limited, non-exclusive, non-transferable licence to use the Platform for its intended purpose. You may not copy, modify, reverse-engineer, or create derivative works from the Platform.
16. Changes to these Terms
We may update these Terms from time to time. Material changes will be notified to you in-app or by email before taking effect. Continued use of the Platform after the effective date constitutes acceptance of the updated Terms.
17. Driver Verification & Right to Refuse Service
Independent limousine operators and chauffeurs providing services through the Rexer platform reserve the absolute right to request proof of identity and age (specifically a valid Emirates ID) from any passenger who appears to be an unaccompanied minor defying the regional thresholds.
If the passenger fails to provide valid identification, or if the transport would violate local regulations, the driver has the absolute right to refuse entry and cancel the ride immediately.
18. Governing law and disputes
These Terms are governed by the laws of the United Arab Emirates. Any dispute arising from or relating to these Terms shall be subject to the exclusive jurisdiction of the competent courts of Dubai, without prejudice to any RTA-mandated dispute or complaints process applicable to licensed limousine operators.
